When Salar Jung I became Diwan of Hyderabad in 1853 A.D. the state was passing through acute financial crisis. As such the financial administration of the state required his immediate attention. Salar Jung I therefore looked upon finance as an important subject but no new Finance Department was constituted to administer financial matters and problems until 1884 A.D. Salar Jung I controlled the financial matters of the state in consultation with his advisers throughout his life. After the death of Salar Jung I his son Mir Laiq Ali Khan Salar Jung II became the Diwan of the state. During his premiership a new department known as Political and Finance Department was established in 1884 A.D. which continued to work for a period of eight years. This department was bifurcated in 1892 A.D. In this way a separate Finance Department came into existence. The functions of the Revenue Secretary were assigned to the Finance Secretary in 1896 A.D. so that the Finance Department might function as an independent unit. The functions of the Finance Department were gradually enlarged till 1921 A.D. In the year 1901 A.D. a mint was established to regulate the issue of coinage.
It is true that a new department was constituted in 1884. A.D. but the records pertaining to Finance are available from 1859 A.D. The records of the Finance Department throw light on the history of the development of Hyderabad State in various fields of public life. The records of the Finance Secretariat consist of fly leaves of weeded files, farmans, and the file registers.
The file registers are actually the transfer lists of the records, which serve as reference media to these records. The files are in Persian, Urdu and English languages.
