Cabinet Council Secretariat

The Council of State was established on February 1884 A.D. by Nizam VI, Mir Mahboob Ali Khan. The Council of State was a combined Legislative and Executive body, but it seldom met and hardly transacted any business. Nizam was not satisfied with such State affairs. The year 1893 was very important Annals for the second stage of a definite Constitutional advance in the administration of Hyderabad. The Cabinet Council came into existence by a special order issued by Mir Mahboob Ali Khan Nizam The VI through a Farman dated 1st Rajab 1310 H/ 20th January 1893 A.D. in the form of a Qanuncha-i-Mubarak. It was an exhaustive document of great importance in which Nizam had reviewed the previous administration of the State, pointed the major defects of existing system and put forth the scheme of his reforms. The important features of the new scheme were the Institution of the Cabinet Council in place of the Council of State for running Executive business and Legislative Council for framing laws. The Prime Minister was the President of the Cabinet Council. All important matters of the State were referred to the Cabinet Council.

The most important provision in its creation was that the Cabinet should submit all unusual matters to the Nizam, who had the right of postponing, modifying, amending or changing the Cabinet proposals. All the records including Farmans of this department are in Urdu. The records of this department were transferred to Daftar-i-Diwani in 1945.
